If he holds G1 to driver a car, there should be a G license who has 4 years experience acompany with he. Can he finds a one acompany with him when he is driving for every minute.

I don't think this is a useful way. Principle this doesn't work. If he has a lot of money that works, jus buy a car put it at park lot till he can get G2 license
