You can move to anywhere after you landed in Canada the first place.
Other than Quebec you are free to land anywhere in Canada as well.
Not sure if you can land in Quebec or not with the LP not issued by Quebec government (you know hoiw mean those French are.)

It is also very weird that you have been waiting almost 6 months for your LP (Sep., 2000 ~ Mar. 2001).
