are you sure? I think u can apply for health card immediately after your landing, and they will give you a piece of paper which contains your information for you to use in case of medical emergency, though the card will be mailed to you in 3 months.

by the way, if she's worried about
cold or flu, I can say the chance will be very little if she doesn't make herself too tired:-)
