听说60岁以上的老人和14岁以下的小孩办护照已不需要邀请函，不知关于出境卡的规定有无放宽？因我两岁的儿子已拿到团聚类移民纸，但在办护照时不想销掉户口，请问激活护照是否仍是必须的？有无其他办法？
