Most jobs require you have good Web related programming skills such as Java, ASP, Cold Fusion. Pure layout design is very little. Currently as far as I know (since I was also looking for Web design job recently), Government or Non-profit company have lots of opportunities on Web design but lots of them (maybe half?) require you bilingual :((
