WAIVER OF IMMIGRATION INTERVIEWS

The Visa Section has developed and implemented procedures for potential immigrants residing in the People's Republic of China to have their English abilities assessed. If you are interested in immigration, you may complete the test and submit the results with your immigrant application. Depending on the results, you might qualify to have your application assessed without an interview. The test, known as the General
Training English Test is one of several in the International English Language Testing System (IELTS), and is administered in China by the Cultural and Education Section of the British Consulate-General. Application forms and instructions may be obtained directly from the British Council.

The test assess the ability to listen, speak, read and write English, and a bandwidth score ranging from 0 to 9 is generated for each of the individual skills. An overall band score is also calculated based on an average of the scores in the four abilities. Applicants are required to complete all components of the testing, including the listening section, however only the reading, writing, and speaking scores will be converted to language ability credits in accordance with the following table:

Although you may submit test results at any time following the filing of your immigrant application, applicants are encouraged to submit their test results and applications simultaneously. However, results bearing a test date greater than six months before the date your immigration application is first received by the Visa Section will not be considered. Likewise language test results from agencies other than The British Council, and test results from test centres outside of the People’s Republic of China, will also be discarded without consideration. Consequently, you must be tested at a centre in China which is administered exclusively by the Cultural and Education Section, of the British Embassy and British Consulates, and your test may be taken at anytime subsequent to filing your immigration application, but no more than six months prior to submitting the application. You must also submit the original of your IELTS test report form. Photocopies of the report form are unacceptable.

You can expect to be advised whether you will be interviewed three months of receipt of the IELTS results by us. (We will not respond to inquiries regarding the results within this time frame.) Please note that an IELTS test score of "well" or better will not guarantee an interview waiver. An interview may be necessary to assess other factors in an application. In addition a proportion of applicants who would otherwise qualify for an interview waiver will be randomly called to attend interviews for monitoring purposes.
