Rating: 5 out of 5.

Stayed in October, 2017.  The cost for 2 nights was NTD $3184 ( CAD $132; $66 per night). 

The location is close to Central Market bus stop.  The night market is there as well.  Direct bus from the railway station stops there.  It's also close to the main city bus terminal.

Staffers were friendly.

The room was very spacious.  In addition to AC, there was also a portable fan.  On the table there was a hot/cold water dispenser.  I was able to make tea without leaving the room.

Besides bath towels, cotton hand towels were also provided.

I could see that the facility was kinda aged.  Still it worked properly.

There was a coin-operated laundry on the 10th floor.  However, guests had to bring their own detergent.

Buffet breakfast was included.  It was very impressive!  There were both western food and Asian food.  Lots of options to pick from.  I was only able to sample about 2/3 of the varieties.  What I took include: yam congee, almond milk, tofu desert, steamed bun, several Chinese pickles, fried fish, stir-fried vegetables, five-spice pork, freshly made veggie juice, etc.

Guests can borrow bicycles for free.  You simply let the frontdesk know and they would give you a cable lock.  Some bikes are not well maintained though.
