I understand what you said. But I still do not agree with your conclusion. There are many things out of our own hands. And people usually do not have full control over their fate. Give you two examples:

1. People in Canada and other modern countries still suffer from disease.
2. Many innocent people suffer from other's mistakes such as got involved in car accidents.

A very close example for me is a friend of mine lost his son. His 18 year old son was involved in a car accident and killed. Do you have sympathy over my friend, who is almost the age of retirement and lost his son? Is this his fault?

So, do you still think they are 咎由自取 in any advanced, democracy and peaceful society?
My conclusion is that “可怜之人必有可恨之处”不成立 in general.
