曾经遇到过的一种情况是：用户使用了第三方公司的 filter service。domain 可能缺省被设置在 blacklist上，可以尝试发个delist request。第三方公司处理后，就可以remove from blacklist了。上次遇到的提供 filter service的第三方公司是https://www.invaluement.com/。但不知道 hotmail 之类的是不是也是这种情况以及也使用这家公司的服务。
