请问为什么 我的 Bell Prapaid Visa card 在walmart 和 canadian tire 都不能用？

那个gift card 是装bell internet 促销时寄过来的，我已经在网上bellgiftcard.com 按照他们的要求register and 50 has been loaded. I checked online there is 50$. 想用掉它，但被 declined. 有人遇到过这种情况吗？
