Broker count the two accounts only for margin which determine if you are allowed to your order, but if you don't have money in your US account, and you buy US stock, that means you are using your margin, and you will be charged interest.

if there is no money in your US account and you buy US stock, when you have enough margin amount in CAD account, you can buy, but that means you borrow money that equal to the value of the US stock from broker. therefore, you will be charged interest for that money you borrow. the rate should be prime rate + , that depends on the individual broker.
