Currently, companies must apply for a permit if they want to extend the work week beyond 48 hours, with about 18,000 permits issued in Ontario each year.

The Tories want to eliminate the permit system, and say workers would still have the right to refuse to extend the work week to 60 hours.

While overtime would still have to be paid after 44 hours under the new regulation, critics are furious at another proposed change that would allow companies to average overtime hours over four weeks - an act that would make earning overtime pay more difficult.

For example, someone who works 20 hours in one week, 35 in the next and 60 in each of the third and fourth weeks would get no overtime at all. Currently, that arrangement would earn an employee 32 hours of overtime.

Changes to the Employment Standards Act will also extend parental leave job guarantees from 35 weeks to a full year, matching new federal Employment Insurance rules.

''Many of the gains that have been made in the last 50 years are to be wiped out with this legislation today,'' said Agostino in the legislature before the vote.
