1, It's called Vancouver Island, not Victoria Island; :) 2, You may take a ferry, or fly through seaplane, or regular flight from the airport; 3, There is no need to make reservation, but better to arrive at the terminal 45 minutes before the sailing.

Victoria is a small city with decent transit system. There are a couple bus routes connecting the ferry terminal and downtown. All major tourist attractions are accessible via bus or tour bus.
