Having been living in Canada for 20 years, I feel that the positions of Governor General and Lieutenant Governors are basically not making sense.

It doesn't have to go this way. The GG is not picked by the Queen. No matter who the candidate is, the Queen has to agree. It's ceremonial but in a weird way. The Queen is well respected, but the GG is not.
