Bonnie Lysyk说，大流行初期，Dr. David Williams及其团队没有“完全行使省级权力”来调配资源和采取措施保护公众，也没有采纳“预防原则”。即使在疫情初期尚不能确定有科学依据时，也应尽可能快地采取必要的预防措施。
