From December to April, Victoria is less cold although lots of rain, Toronto is cold but usually sunny;
From May to October, Victoria is cool while Toronto is warmer/hotter.
November: the two are similar.
Victoria, and the whole Vancouver Island, is very liberal (left). Lots of homeless people. Lots of illicit drug use. Lots of marijuana shops.
Traffic is slow. The main roads in town are of 50km/h and 40km/h speed limit. Many sections are just 30km/h.
Gasoline sold in BC is different. There is a special low carbon requirement, so extra process is added to the refining of gasoline. Simply for this part, the cost is higher. Plus the hefty taxes imposed by the province and the cities, gasoline is much much more expensive than Toronto.
Groceries are more expensive too, probably due to extra shipping cost, less population, and less competition.
