By law, if an American cruise line stops at at least one foreign port, they don't have to follow US employment rules. That's why they stop at Victoria for a few hours. (Both Seattle and Alaska are American)

As far as I know, Cruise ships from Seattle have a mandatory stop in Victoria, even for just a few hours. I'd prefer start from Vancouver.
